Discussion on public concession regime begins

The Eventual Committee began discussion on the public works concession regime yesterday and the president said they would study past tender experiences in order to re-shape a “fair, impartial and open” system.

The committee of the Land and Public Concession Regime held a meeting at the Legislative Assembly yesterday with government representatives including Secretary for Transport and Public Works Lau Si Io introducing the current system of public works concession to the members.

The committee members were told about the processes of direct negotiation and open tenders, as well as a preliminary evaluation of the concession system.

According to committee president Kou Hoi In, yesterday’s meeting had not yet touched on in-depth research or discussion.

But he added that the ultimate goal of the discussion was to improve the present regime so that public works could be granted to the most appropriate contractor without being influenced by any outside factors.

Lawmakers also suggested to the government representatives to bring in examples of past concession cases during the next meeting so that they would not repeat the same weaknesses in the future, Mr Kou said.
