Born in 1957, Cheong U holds bachelor’s degrees in public administration from the University of Macau and the Portuguese National School of Administration. He also completed a master’s degree in administration at China’s Sun Yat-sen University. Having started to work in the civil service in 1980, he was a member of the second-term Municipal Council between 1993 and 1997 and was also involved in the field of education. He was the chief of the public health and environmental department of the Taipa Municipal Hall before becoming the Taipa Municipal Council member in 1996. A year later he was promoted to be the deputy director of the Taipa Municipal Hall’s executive committee. Since the establishment of the Macau SAR, he has been the Commissioner against corruption.

Mr Cheong said that facing the future difficulties and challenges as the next Secretary for Social Affairs and Culture, he will stay “humble” in order to serve the motherland and Macau. With 10 years of anti-corruption experience and having been a civil servant for more than two decades, he said he had a “good understanding” of the work in social affairs and culture. He plans to reinforce work transparency, institutionalization, and capability to respond to people’s demands as well as integrity management after taking office.
